Scott Bookman’s career is defined by purpose-driven leadership across every level of healthcare and emergency response.


He began his career at Denver Health and Hospital Authority, where he served as a paramedic, educator, and field supervisor before rising through the ranks to become Chief Paramedic. In this role, Scott oversaw all aspects of Denver’s 911 EMS system—field operations, critical care transport, education programs, and airport response. His leadership helped shape one of the most respected EMS systems in the country.


Scott’s scope expanded further when he took on the role of Administrative Director for the Department of Emergency Medicine, where he partnered with nursing and physician leaders to drive operational excellence, financial performance, and patient-centered outcomes. His work enhanced trauma care collaboration across Colorado and deepened his understanding of system-wide health delivery.


As CEO of Uncompahgre Medical Center, a frontier Federally Qualified Health Center, Scott led efforts to deliver comprehensive care in one of Colorado’s most rural communities. Confronting challenges such as limited resources, regulatory hurdles, and patient access, he applied Lean Management principles to increase service volumes, improve care quality, and strengthen patient satisfaction.


Scott’s leadership was tested on a national stage when he became Colorado’s COVID-19 Incident Commander and later Senior Director for Public Health Readiness and Response. Guiding the state’s pandemic response, he worked closely with the White House to shape national strategy, implement large-scale testing efforts, and lead a balanced approach to public health, economic recovery, and public trust. In the post-pandemic landscape, Scott continues to shape the evolution of Colorado’s public health infrastructure while preserving the lessons learned in crisis.


Across every role, Scott’s focus remains clear: create resilient systems, elevate care, and lead with integrity. Whether in urban hospitals, rural clinics, or statewide command centers, he brings clarity to complexity—and vision to action.
